An Oregon health insurer ravaged by the federal government's inability to come through with promised funds is suing the U.S. for $5 billion.
Health Republic Insurance filed the action Wednesday in the U.S. Court of Federal Claims. The company had announced in October it would not offer insurance plans in 2016.
